Several Silver Haired Legislature (SHL) volunteers and staff traveled to the 51st Missouri Silver Haired Legislature Annual Conference last week in Jefferson City. The 10 SHL delegations worked on drafting advocacy bills throughout the year, and the 75 delegates in attendance chose their Top Five Priorities and formulated plans to advocate for senior issues during the upcoming legislative session.
After spirited debates in the Legislative chambers, the delegates chose these issues as their Top Five Priorities for the 2025 legislative session:
1. Improve the Missouri Property Tax Credit aka Circuit Breaker and add annual indexing
2. Increase the Personal Needs Allowance and add annual indexing
3. Increase excise tax on tobacco products to benefit AAA transportation fund
4. Raise the Aged and Disabled Waiver from 85% of the Federal Poverty Level (FPL) to 133% of the FPL, as it is for MO HealthNet expansion
5. Increase the Medicaid asset level
We thank our SHL Aging Ahead delegates who have worked tirelessly throughout the year to educate and advocate for the rights of seniors in Missouri.

Aging Ahead
The Missouri Property Tax Credit Claim (aka Circuit Breaker) gives credit to certain senior citizens and 100 percent disabled individuals for a portion of the real estate taxes or rent they have paid for the year. The credit is for a maximum of $750 for renters and $1,100 for owners who owned and occupied their home. The actual credit is based on the amount of real estate taxes or rent paid and total household income (taxable and nontaxable). Homeowner eligibility: single $30,000 couple $34,000; Renter eligibility: single $27,200 couple $29,200.
